1) Pantheon is the house of Gods, it is where thier influence truly is. It is here that you start exerting your influence over man and striving with other Godly houses
2)Apply for a Pantheon under Board Requests, as per the example listed below. For newly created pantheons, a history and family tree will give you extra consideration for the process of being accepted.
3)In order to create a pantheon, there must be an unclaimed area of the mortal realm for one to hold influence over, populated by humans. That means no Dieties of the Arctic ocean. Size dosn't matter for starting a holy house, but larger areas of influence will give your Immortals greater abilities.
4)New pantheons can form due to uprisings within existing ones, or the people of Earth develop a strong enough faith in a new class of Immortals that an existing pantheon loses control there.

Example application for Pantheon
Name of Pantheon: Asgard Area of Influence: Northen Europe, Eastern Canada, and the Northen Isles Leader of Pantheon: Odin
History: The order of the Norse gods, these men fight tirelessly preparing for a single event. Ragnarok, the end of the world, when Asgard is finally overrun and the immortal and mortal realms fall apart. They toil, they celebrate life, and they welcome the honoured dead into Valhalla, for one day they know they must fight for thier lives.
Family Tree: (NOTE: this is an example, far too simple for Asgard as it only has three members, repeat, only an example)
Odin is the father of Thor, and adoptive father of Loki
